I. General requirements

II. Plan and arrangement

(I) scope of participation

the production verified by cities and counties (cities, districts) is listed in the 25 major categories of petroleum, coal and other fuel processing industries in the manufacturing industry in the national economic industry classification code table (gb/t4754-2017) (excluding 2524 coal products manufacturing, 2530 nuclear fuel processing, 2542 biomass dense briquette fuel processing) 26 major categories of chemical raw materials and chemical products manufacturing industry (except 2671 explosives and initiating explosive products manufacturing), 291 medium-sized enterprises in the rubber products industry, and other production enterprises that have obtained the use license of hazardous chemicals. the new round of rating and evaluation is led by the provincial chemical special action office, which is responsible for formulating plans, issuing standards, and guiding, scheduling and supervising the implementation of rating and evaluation activities. The municipal chemical industry special action office is specifically responsible for the rating and evaluation of chemical production enterprises in the region, studying and formulating the implementation plan of rating and evaluation, and organizing and coordinating the county (city, district) people's governments, relevant departments (units) directly under the municipal government, intermediary service agencies and relevant enterprises to carry out rating and evaluation actions. The rating and evaluation results of intermediary service agencies shall be submitted to the provincial chemical industry special action office after being reviewed by the municipal chemical industry special action office and relevant departments directly under the municipal government

(III) implementation steps

2. Rating evaluation stage (January 1 to May 31, 2018)

in principle, for the enterprises with the previous round of "poor" rating, if the new round of rating is still "poor", they will be included in the list of closure and elimination

for enterprises rated as "poor" in the previous round of "medium" or "excellent", they shall be rectified within a time limit. If they still fail to meet the standard after rectification, they shall be included in the list of closure and elimination and be closed in accordance with the law and regulations

the provincial chemical industry special action office will organize relevant member units and experts to conduct unified inspection and acceptance of the work of each city

III. safeguard measures
