When the Economic Herald recently interviewed Shandong Rubber Industry Association, Zhang Hongmin, the president of the association who just finished the relevant research, said with anxiety

The statistics provided by Zhang Hongmin show that at present, the utilization of waste rubber in Shandong Province is mainly waste tires, mainly through the production of recycled rubber, rubber powder and tire retreading. There are more than 100 waste rubber comprehensive utilization enterprises in the province, and the new year output of tires is more than 200000, accounting for more than 15% of the total output of the countryit is reported that in Shandong, triangle (Weihai) Huada Fuxin Co., Ltd. and Sailun tire retreading plant are the largest tire retreading enterprises, with an annual production capacity of only 100000 tires respectively, while the annual production capacity of other enterprises is only thousands to tens of thousands, while the annual tire retreading volume of a company in the United States is as high as 20million tires
"in addition to the reasons of the enterprises themselves, the backward development of China's tire renovation industry is also closely related to the lack of policy support." Wang Bo, deputy director of the technology development center of triangle group, said that many shapes determine that countries and regions implement free utilization of waste tires. Enterprises recycle waste rubber products at no cost, but also receive subsidies, and all products are tax-free
Zhang Hongmin said that as early as 2007, the relevant departments included the "Regulations on the administration of waste tire recycling" in the legal project of that year, and planned to give strong support in terms of taxes, funds and so on. But six years later, this regulation is still in the stage of soliciting opinions when the traditional manufacturing industry is facing the critical stage of transformation and upgrading. In August last year, the Ministry of industry and information technology issued the "entry conditions for tire retreading industry" and "entry conditions for waste tire comprehensive utilization industry", but at present, the implementation is not satisfactory

it is understood that China produced 280million waste tires in 2012, with a total weight of 10.18 million tons, ranking first in the world. However, it is embarrassing that the recycling rate of waste tires in China is less than 50%, while that in developed countries is generally more than 90%. In particular, the retreading rate of waste tires in China is only 3%, which is not only far lower than the world's first tire retreading, but also lower than the world average of 6%. The maintenance work of the inverter of the spring testing machine of Gome is a combination of theoretical knowledge, practical experience and operation level. The retreading rate of about 14% in the working country is also lower than the world average of 6%. At the same time, the external dependence of China's rubber resources exceeds 70%, which is much higher than that of oil and iron ore, and far exceeds the national strategic resource security warning line
To this end, Zhang Hongmin suggested that a strict license system should be implemented for the transportation, storage, treatment and reuse of waste tires through legislative means as soon as possible, and standardized and powerful tire recycling enterprises should be encouraged to enter the field of waste tire recycling, with certain subsidies and tax incentives, so as to improve the enthusiasm of formal enterprises to engage in the recycling industry through economic leverage. At the same time, we will resolutely ban small refineries with indigenous methods and raise the cost of environmental violations. In addition, we should actively support enterprises to develop new technologies for cracking waste tires and intensify efforts to promote the industrialization of high and new technologiesdue to the widespread overload phenomenon in the domestic transportation industry, it is very easy to cause early damage to the tire, such as tire body deformation, bulge, delamination, exceeding the wear limit, etc., so it cannot be renovated, resulting in a huge waste of resources. Therefore, Zhang Hongmin also hopes that the state can timely introduce policies to regulate the use of tires and reduce the production of "hopeless" waste tires, so as to further improve the tire retreading rate and save rubber resources
